The criminal complaint states investigators found images focused on a hand touching a 4 month old baby's genitals. Four of the pictures showed a translucent liquid consistent with the appearance of semen on the baby.  Investigators say they also found video recordings of an adult female and a 6-year-old boy in various stages of undress.

The criminal sexual conduct in the second degree charge carries penalties of up to 25 years in prison and/or $5,000 fine for a first offense.

Duluth's Mayor Don Ness released this statement:

“The crimes outlined in the charges filed today are beyond heinous. The City of Duluth is now pushing for discharge of this employee as swiftly as possible, pursuant to the collective bargaining agreement. The City has zero tolerance for this type of atrocious criminal behavior. Our primary concern is with the victims and all families involved. This unfortunate and isolated incident in no way represents the true character and high caliber of the Duluth Fire Department.”
