A huge law enforcement presence in downtown left a major road blocked off for several hours this morning. A Rochester man is dead. Here's what we know so far. 

Officers responded to a call of a traffic crash at the corner of 2nd Street and 14th Avenue SW just before 2:30 a.m. They found a man lying unconscious on the street near St. Mary's Hospital. The 31-year-old Rochester man had been shot in the torso, and was taken to the emergency room, where efforts to revive him were unsuccessful.

Officials say the man shot was driving a car with two other men, one of which fled on foot after the incident. Police Captain John Sherwin says investigators have determined the fatal shooting occurred inside the vehicle.

One of the passengers is in custody, and the other is being sought. A handgun was found near the crime scene. Sherwin says the person brought in for questioning has not been too helpful, and investigators have not yet learned the identity of the person who fled the scene after the ambulance crew arrived. The name of the victim and other details are expected to be released later today.
