St Paul, MN (Learfield Wire Services) -  The Minnesota Supreme Court has ruled a road maintenance fee, charged by the city of St. Paul, is actually a tax.

That decision could have a domino effect on the way cities charge churches and nonprofit organizations.  By deciding the maintenance fee was a tax, the court made the two churches involved in the case exempt from the charge.

The ruling could be extended to include many other fees Minnesota cities impose.  

The state court ruling was handed down  Wednesday involving the Church of St. Mary and First Baptist Church of St. Paul.
