Rochester, MN (KROC-AM News) A Rochester man has been charged with attacking a juvenile girl with a box cutter earlier this week.

Twenty-three-year-old Justin Taylor Duangvela-Noiheuan was arraigned Friday in Olmsted County court on two counts of second-degree assault. One of the charges involves substantial bodily harm, and the other is for assault with a dangerous weapon. He also faces two felony counts of terroristic threats and two misdemeanor assault charges.

Found Unconscious in Snow Pile

According to the criminal complaint, Rochester police responded to a report of an assault around 11:40 PM on March 14 at a residence on East Center Street. The court document says the first officers to arrive at the scene found Duangvela-Noiheuan, who was apparently intoxicated and vomiting, unconscious in a snow pile.

The criminal complaint indicates the officers then spoke with a man who stated that he received a video call from the juvenile girl, who had a "knot" on her face. The witness also indicated that he could hear a male voice in the background.

Witness Heard Victim Screaming

Approximately 20 minutes later, the girl called the man a second time, and he told officers he could hear her arguing and fighting with an unknown man, who then threw the victim's phone. The witness stated he then took an Uber to the victim's residence and could hear her screaming.

Blood on the Floor

The man told police that he was allowed inside and told Duangvela-Noiheuan to leave the residence, but he became agitated, tried to get back inside, and began brandishing a box cutter. While the juvenile girl attempted to calm him down, the witness told officers he went to get his phone and then heard the girl screaming before he returned and found Duangvela-Noiheuan on top of her holding the box cutter.

The witness indicated there was blood on the ground and, as he pushed Duangvela-Noiheuan off the victim, the man attempted to cut him in the leg, but his pants prevented him from suffering an injury. The criminal complaint says the witness then managed to restrain Duangvela-Noiheuan.

Required Stitches

According to the court document, officers spoke to the victim, who stated that she had invited Duangvela-Noiheuan to her house to help clean and to drink, but he then began acting erratically. She also described how Duangvela-Noiheuan pushed her from behind, causing her to strike her head and resulting in a noticeable bump on her forehead.

Her injuries included multiple cuts from the box cutter, including a large laceration on her right knee and cuts on her left arm. The criminal complaint says the wound to her leg required stitches.

The court document does not provide any information about how Duangvela-Noiheuan ended up unconscious in the snow pile outside the residence.

His conditional bail has been set at $25,000.
