
Rochester Man Charged With Disseminating Child Pornography
Rochester, MN (KROC-AM News) - A Rochester man is accused of disseminating child pornography.
23-year-old Carlos Santos-Reyes was arraigned in Olmsted County court Thursday and faces four felony charges, including dissemination and possession of child pornography. The criminal complaint states the charges stem from an investigation launched by the Rochester Police Department last fall.
Started With Cyber-Tip
The court document says investigators received a cyber tip in early November that contained images and videos of child sexual abuse material that had been uploaded to Meta last April. The charges say investigators were able to link the Meta account to Santos-Reyes’ residence in northwest Rochester.
According to the criminal complaint, a search warrant was obtained for the data in his Meta account, where investigators found the images and videos listed in the cyber tip, along with numerous other videos and images of child sexual abuse material.
Cell Phones Seized
That led to the execution of a search warrant at Santos-Reyes’ residence and vehicle in late January. Court documents say investigators seized several cell phones containing the images and videos reported in the cyber tip.
The criminal complaint says the materials depicted children as young as 5 years old engaged in sexual acts.

The court document says Santos-Reyes told investigators his account had been hacked. However, the charges state the IP address associated with the account was in Rochester, and data provided by a phone company showed it was registered to him with his current phone number.
