The victim, 38-year-old Tricia Lynn Pegues, was alone in her car when the crash was reported around 2:50 AM. According to the State Patrol, she was traveling east at a high rate of speed on I-94 in St. Paul when she lost control of the vehicle and it rolled in an area just south of the State Capitol.
