The criminal complaint, filed in Olmsted County Court earlier this week, says a Goodhue County sheriff’s deputy encountered the motorist shortly before 9:30 a.m. on March 22.
While driving through the roundabout, the deputy saw what appeared to be an empty SUV parked at the traffic circle’s dead-end exit with its lights on, the charges say.

The deputy found the vehicle at the intersection of East White Bridge Rd. and Wazuweeta Rd., which is on the southern edge of Pine Island and less than a mile west of Hwy. 52.
Upon approaching the SUV, the deputy saw a woman in the driver’s seat slumped over.
She then lifted her head up and the deputy saw what the charges say was a used meth pipe and a baggie containing a white powdery substance.
38-year-old Ashley Lynae Bullard of Maple Grove was identified as the driver.
A subsequent search of the vehicle led to the discovery of a combined total of 3.67 grams of methamphetamine, 82 pills of Amphetamine/Dextroamphetamine, 78 pills of Xanax or off-brand Xanax and 22 capsules of Vyvanse, the complaint says.
Law enforcement also found two cell phones, a pair of open liquor bottles and an additional meth pipe that was broken. Deputies also learned that Bullard has a canceled driver’s license, the court document says.
Bullard is charged with second-degree drug possession, two counts of fifth-degree drug possession and a misdemeanor count of driving after cancellation.
Bullard was taken to the Olmsted County Jail. She is due to make her first court appearance in the case later this year.
