The National Weather Service issued its long-range winter weather outlook on Thursday. It forecasts an average winter in southern Minnesota with an equal chance of below or above normal temperatures and below or above normal precipitation. The government forecasters say they are not expecting a repeat of the harsh conditions experienced across much of the U.S. last winter, and note the outlook shows a 33-percent chance of above normal temperatures across the north half of Minnesota.
