Rochester Community Notification of Level 3 Predatory Offender
The Rochester Police Department has released information about William Lee Carter, a Level 3 Predatory Offender changing his address to what is known as the county halfway house.
Carter was convicted of criminal sexual conduct, served his time, is being released February 1, 2021, and will move to the 2100 block of Campus Drive SE in Rochester that same day.
Records show in July of 2011, then 22-year-old Carter pleaded guilty to first-degree criminal sexual conduct with a victim younger than 13 in Olmsted County Court. Records also show that conduct was repeated rape of a child.
Why are you seeing this announcement? According to the Rochester Police Department,
Convicted predatory offenders have always been released to live in our communities, but it was not until passage of the Registration Act of 1991 that law enforcement had a right to know an offender’s residence or track their moves after his/her initial release from custody.
With the passage of the Community Notification Act, law enforcement now may share information with the public about many of these offenders. This creates an informed community that can engage with law enforcement to address any concerns and/or issues involving these individuals.
