Rochester, MN  KROC AM News) - A Rochester man is accused of ripping off Rochester Public Utilities’ rebate program and some of his customers.

The investigation against 41-year-old James Gay began last year when he was contracted to install a new air-conditioning unit. The criminal complaint says the property owner later discovered Gay had installed a used unit. It was also learned other customers had been ripped off. 

The investigation also found Gay had submitted 27 rebates to RPU.

Gay is accused of falsifying some of the documents and also forging the signatures of customers. The rebates totaled more than $5600.

Gay is charged with 24 counts of forgery and one count of theft by swindle. He has been ordered to make his first court appearance next month.
