According to a press release from the Brooklyn Center Police Dept. the incident began as a traffic stop around 2:00 pm.

It seemed like a daily event in 2020 - the activation of the Minnesota National Guard.

A Minnesota military unit will observe a significant and historic anniversary this weekend.
