The Minnesota Court of Appeals has ruled against a former Rochester man who challenged his conviction for failing to register as a predatory offender.

54-year-old Rickford Munger was sent to prison for a second degree assault conviction in the late 1990s, and was prosecuted for window peeping offenses in 2004 and 2010. Munger’s appeal challenged whether he was required to register as a predatory offender and the circumstances that led to him being charged with failing to register in 2013.
