The Goodhue County Grand Jury has issued a criminal indictment against a State Trooper from Rochester.

The panel has charged 48-year-old Scott Reps with two counts of second-degree manslaughter and a single count of Failure to Drive with Due Care. The charges stem from a deadly traffic crash in Cannon Falls on July 4th. The trooper was responding to a report of a collision between a motorcycle and a deer with his lights and sirens activated when his State Patrol cruiser collided with a car on the east frontage road along Highway 52.

Reps suffered serious injuries, while the occupants of the car, 78-year-old Norman and 79-year-old Geneva Scott of Cannon Falls suffered fatal injuries and were pronounced dead at the scene.

The Grand Jury decided against charging the trooper with criminal vehicular homicide. Two Assistant County Attorneys from the Winona County were appointed to present the case to the Grand Jury and will handle the prosecution.
