If you’ve ever driven on Second Street in Rochester, you've seen Joe smiling and waiving.

A Go Fund Me page has been set up to raise money for Joe's wardrobe. The page says "He lives on very little, so this will be a huge deal to him."

The person that started the fundraising page wrote about why Joe decided to start waiving:  "Joe took up his position on Second Street after experiencing a series of losses that left him reeling. First, his father, an Army veteran, passed away. Soon after, Joe had to give up custody of his son. And then, an ex-girlfriend was killed in an auto accident. The one-two-three punch left Joe “devastated,” he says. “I lost everything I loved. I had to figure out what to do to keep surviving.” His saving grace came courtesy of some flags in his apartment."

To honor his Dad that Memorial Day, he took the flags out and waved at motorists. Joe said people really loved it. In the video below, he says he’s been waving flags in Rochester for over nine years, and he does it all in attempt to give people a smile — and make them feel better.
