Minneapolis, MN (MinnesotaNow)- Federal and state charges have been filed against a fleeing carjacking suspect who caused a deadly crash in Minneapolis Thursday.

Two women were killed and a child was severely injured in the crash that ended a police pursuit of the suspect. 

The state's criminal complaint was filed in Hennepin County Court on Thursday. He was charged in federal court on Friday.

45-Year-Old Minneapolis Carjacking Suspect Charged for Killing Two 25-Year-Old Women & Injured Child While Fleeing Police

45-year-old Troy Mike Payton, also known as Edward Tiki Arrington, of St. Paul is charged with two counts of fleeing causing death and a count of fleeing causing great bodily harm in state court. 

The complaint says multiple 911 callers reported a reckless driver who eventually crashed into a vehicle in the area of Lake St. and 4th Ave. in south Minneapolis

Payton pointed a gun at the driver of the vehicle involved in the initial crash, went to a second vehicle and pointed a gun at that driver, who sped away. He then pointed the gun at a third motorist who got out of her vehicle out of fear of being shot, the complaint says.

The St. Paul man then got into that woman’s vehicle, pointed the gun at a fourth person, collected his dogs from his crashed vehicle and left the area. The charges also say Payton fired gunshots following the first crash.

U.S. Attorney's Office for Minnesota Announces Federal Charges Against Minneapolis Carjacking Suspect Accused of Killing Two Women

The U.S. Attorney's Office of Minnesota announced Friday that Payton is charged with one count of carjacking and one count of discharging a firearm during and in relation to a crime of violence for the carjacking prior to the deadly crash

"[Payton] faces a mandatory minimum of 25 years in prison and up to a maximum of life in prison if convicted of these offenses. Carjacking resulting in death is a death penalty-eligible crime," the U.S. Attorney's Office says.

Minneapolis police found Payton, who was driving the stolen vehicle in erratic fashion through downtown Minneapolis and eventually into north Minneapolis. Officers activated their emergency lights but Payton accelerated away from police, the complaint says.

Payton then ran a red light at the intersection of Hwy. 55/Olson Memorial Highway and Penn Ave. He collided with the passenger side of a car traveling through the intersection. 

Two women and a child from Minneapolis were in the car. The women, identified by the State Patrol as 25-year-old Marisa Ardys Casebolt and 25-year-old Liberty Borg, were pronounced dead at the scene. 

A young boy, listed as a six-year-old in the state crash report, suffered fractures to his leg and a traumatic brain injury. Minneapolis police said one of the dogs with Payton has to be euthanized due to injuries suffered in the crash.

Payton’s injuries are described in the complaint and state crash report as non-life-threatening. Hennepin County Jail records indicate he was booked into jail Thursday evening. A mugshot is not available. 

Court records indicate Payton has a lengthy criminal history that includes convictions for assaults with firearms, illegal possession of a firearm, and two convictions for fleeing police in a motor vehicle.

He’s due to make his first appearance in state court Friday afternoon.
