Rochester Police Issue 2 Sex Offender Community Notifications
Rochester, MN (KROC-AM News) - The Rochester Police Department today issued two Community Notifications involving predatory sex offenders now living in the city.
The first is for 63-year-old Jimmy Lee Kennedy. He was provisionally discharged from the Minnesota Sex Offender Program today and has moved into the halfway house that is located on the Olmsted County campus in southeast Rochester.
The notification says Kennedy has engaged in sexual contact against an unknown teenage girl and an adult woman in attacks that occurred while the victims were walking in public in Minneapolis. It also says he used force against the adult and coercion against the teenage victim to draw them into a residence where he maintained control through force, threats of violence, and use of a weapon. Kennedy is categorized as a Level 2 Sex offender.

The other Community Notification is for a Level 3 predatory offender who has moved into a different residence in Rochester. Police say 61-year-old Tacuma Jawanza Mwanza, who also is known as Anthony Lee Sweats, recently moved into a residence in the 3900 block of Alberta Drive Northeast.
The notification says he has a history of engaging in sexual contact against unknown female adults and children and says he has used a weapon, force, and threats of significant harm in his efforts to maintain control of his victims. The crimes were investigated by the Minneapolis Police Department. He completed his sentence and was released from prison in 2003.
