Rochester, MN (KROC-AM News) - A Rochester man charged in connection with an undercover police sting investigation last summer was sentenced today to probation.

According to court documents, the Rochester Police Department was conducting an online investigation concerning adults “looking to meet up with minors for sexual acts” and created a post on a social media app known to be used by such offenders. In this case, the criminal complaint says the app used GPS technology to allow users to determine their proximity to other users.

The undercover officer involved in the investigation posed online as a 13-year-old girl and was contacted by a person identifying himself as a 30–35-year-old man within seven miles of the officer’s location. It was alleged that 35-year-old Adam Frank Blackwell was that person.

The charges documented how he made contact with the undercover officer multiple times and eventually initiated a sexual conversation. In late June of last year, Blackwell was accused of arranging to meet the “juvenile girl” at a Rochester park for the purpose of engaging in sexual activity.

He was arrested after he arrived at the park and got out of his vehicle. The criminal complaint says Blackwell acknowledged that he knew he was talking to a 13-year-old girl and discussed meeting that day for sexual contact.

He was charged with soliciting a child or a person believed to be a child through electronic communication to engage in sexual conduct, and with engaging in electronic communication relating to or describing sexual conduct with a child. Blackwell entered into a plea agreement in June and admitted to the charge of engaging in electronic communication.

He was sentenced today to five years of probation and six days in jail, with credit for three days he had already spent behind bars. Blackwell is also required to register as a predatory offender and was ordered to pay a $1,000 fine.
