Rochester, MN (KROC AM News) - A man wanted on a Hennepin County warrant was found sleeping early Thursday in a downtown Rochester skyway.

He also had a loaded handgun.

Patrol officers found the man in the skyway at the Minnesota BioBusiness Center building around 1:00 am. One recognized him and knew he was wanted on the warrant.

The man had been using his backpack as a pillow and when an officer checked it, the loaded 9 mm gun was found inside. The so-called “ghost gun” had no serial number or other markings.

Because of the man’s criminal record, he is not allowed to possess a gun.

Arrested was 52-year-old Loc Phan, described as a homeless Rochester man.
