Livability.com just put out their annual list of the best places to live in America and, despite this nasty winter, Rochester landed at number 5. Livability says, "While Rochester may be best known for its famous hospital, which draws patients, doctors and researchers from all over the world, this city is so much more than that. There’s a growing food scene and plenty of community events to keep residents entertained."

The rankings are based on several factors including the results of a new survey. More than 1,000 millennials around the country were asked what matters most to them when relocating. The top responses — affordability and job opportunities. Livability.com Editor-in-Chief Winona Dimeo-Ediger said, “The cities on this year’s list represent the best of the best when it comes to affordability and opportunity. These 100 cities are not just fantastic places to live in terms of their amenities, education, health care and infrastructure, they are places where young people can build amazing careers and communities.”

This year’s top 10 cities are:

  1. Boise, Idaho
  2. Raleigh, North Carolina
  3. Madison, Wisconsin
  4. Iowa City, Iowa
  5. Rochester, Minnesota
  6. Columbia, Missouri
  7. Sioux Falls, South Dakota
  8. Pittsburgh, Pennsylvania
  9. Lincoln, Nebraska
  10. Greenville, South Carolina
