Civilly Committed Sex Offender Moving to Rochester This Week

Rochester, MN (KROC-AM News) - A predatory sex offender is being provisionally discharged from the Minnesota Sex Offender Program and will be moving to Rochester this week.

A community notification issued by the Rochester Police Department today indicates 53-year-old Jason Boyd Fultz will be moving into a residence at the Olmsted County Campus near the Federal Medical Center following his release on Wednesday. The notification says Fultz has a history of "engaging in sexual contact against known male and female children. He uses established relationships of trust or builds trust in order to obtain unmonitored contact with the victims. He uses attention and affection to gain access, he uses naivete and confusion in his efforts to maintain the contact."

Court records indicate Fultz was civilly committed to the sex offender treatment program at the St. Peter State Security Hospital as a sexually dangerous person in 2001. The records also show he was convicted of second-degree criminal sexual conduct in Steele County in 1993 and was convicted of the same charge in a Clearwater County Case in 1997.

The 1997 conviction resulted in an 84-month prison sentence. Court records say the Steele County conviction a few years earlier led to a 21-month prison term. The court documents also reference a conviction in North Dakota.
