Rochester, MN (KROC-AM News) - The Rochester City Council will be updated Monday on a costly public works project.

City staff says 90% of the design documents have been completed for a nearly $70 million upgrade project for the Rochester Water Reclamation Plant. The project has been in the planning stages for several years. City officials say it's needed to replace aging equipment and to meet more stringent federal limits concerning phosphorus discharges.

At this point, the city has secured about $9 million in grant funding to help pay for the $69 million improvement plan. City officials say they will be pursuing State Loan Financing and other funding sources to minimize the impact on local property taxes.

City Staff is asking for authorization to prepare a resolution for action by the City Council next month to advertise for bids for critical equipment. The current plan calls for seeking bids for the actual construction project in September and awarding the construction contract in November. The proposed schedule would allow for the project to be completed in early 2026.

City officials note the project would be done in phases to allow the treatment plant to continue operating. The new equipment needed to meet the tougher federal regulations will be installed within the confines of the existing water treatment facility.
