
Rochester Police Operation Leads to Felony Charge Against Alleged Fentanyl Dealer
Rochester, MN (KROC-AM News)- A Rochester man is facing a felony drug charge after allegedly making multiple sales to a law enforcement informant.

That’s according to a criminal complaint filed in Olmsted County Court on Friday.
A news release issued by the Rochester Police Department says the buys were part of a “proactive narcotics operation aimed at disrupting the distribution of fentanyl and other illegal narcotics.”

In a statement, Rochester Police Chief Jim Franklin said, “This operation underscores the Rochester Police Department’s zero-tolerance stance against drug dealers and reflects our commitment to stopping the flow of fentanyl and other dangerous drugs into our community.”
Rochester Man With Prior Drug Conviction Accused of Selling Fentanyl to Police Informant
24-year-old Leontan Marshawn Troy is charged with a count of second-degree drug sales. The complaint alleges he made four sales to a Rochester police informant.
The alleged sales occurred in July and August of this year. Troy is accused of selling the informant a combined 6.3 grams of fentanyl during three of the four transactions.

He sold the informant more than six grams of what turned out to be Tylenol during one of the transactions, the court document says.
Court records indicate Troy was convicted of first-degree drug possession and first-degree burglary in 2024. He was given a stayed prison sentence in both cases.
Bail for Troy was set at $200,000 following his first court appearance on Friday. He is due back in court later this month.
